It is enough to play games at acceptable speeds, but even with that budget you will suffer some drops with those called "demanding games".
The vast majority of games should run at fullspeed. Not just acceptable speeds. But like he said some demanding games won't.

Which, demanding games? Is it because of the CPU?
Games like the Metroid Prime series are demanding. When Dolphin users say that any game is demanding, it means that is CPU/GPU intensive game.

Also, some games will need LLE audio to work correctly. And that function requires very, VERY powerful and high-clocked CPUs so it can be handled with no problem.
His cpu should be as fast as a 4.5GHz ivy bridge. Metroid Prime should run either at fullspeed or near fullspeed. He might also experience minor slowdowns on SMG, SMG2, MP2, MP3, okami, etc. The last of us will still run poorly though.

I mis-understood the part in bold.

So, Gamecube games should be flawlessly. It's just the demanding Wii games where minor slowdowns may occur, but still very much playable?
Common misconception there – some GameCube games are actually more demanding than Wii games. The fact that the Wii's slightly more powerful doesn't increase its games' requirements, but the amount of things that make Dolphin have to do things that take a while (e.g... CPU/GPU pipeline flushes?) will, and GameCube games actually tend to be even worse in that regard due to them having to do more tricks like that to get the game to run well on real hardware.

But, rest assured, once there's a cycle-accurate GameCube/Wii emulator, you can be certain that Wii games will generally run slower than GameCube games. :P
