I'm running on a Dell L502X with i7-2630QM, with a nVidia 540M.

My CPU is under so little load, Turbo Boost marks it as "eco-friendly" - my GPU still has plenty of room before it hits the roof.

Why am I only getting framerates around 30? ):
I have the big brother to your processor (2670 QM) and Geforce 560M; and get 60 fps in-game when playing 4 player in class in the back of the room instead of studying. Have you made sure 1: You're not using D3D11 because it's slow (use OGL + Hacked Buffer Upload for best performance in that game)

Your CPU is under so little load because dolphin can only use two cores for CPU/Video emulation, and your computer has 4 cores; so you'll never see it go above 50%, unless you use LLE or something like that. Also, Windows may do something stupid and split it into 8 cores; but you don't have 8 cores.

Also, make sure that it's using your nVidia card and not any kind of onboard stuff! Set your laptop to maximum performance if you have to.

Performance is still just as bad... my card seems to still be fine.

&& yes, my CPU has hyper-threading, so I do have "8" logical processors. Not sure if that helps with anything, but fun fact there...

Any other ideas? No idea why it's so slow, I thought this CPU was alright until I tried Dolphin with it. = )
In those screenshots, you're in battery mode. If I go to battery mode on my laptop I get the same framerate. Go into the battery settings and force maximum performance and have the charger plugged in.

Your CPU is running at 1197.28MHz ~ 1.2GHz -> This is the problem

MK Wii almost run full speed on my end (2.5xIR - 1600x1320 , no AA , 16xAF)
Use Direct3D11 which is the fastest video backend for this game , Dolphin 3.5 Stable for more FPS (though there is no support for older Dolphin version)

It doesn't help anything . Dolphin doesn't care about HyperThreading
Dolphin is a dual core aplication -> Even if you had 100 cores CPU with low clock speed , low single threaded performance , you would still get poor performance with Dolphin
For Example : A Core 2 duo @ 3.0GHz run Dolphin better than a Core 2 Quad @ 2.0GHz
