Hi.
I'm a complete noob when it comes to PC Gaming, and I want to be able to play Xenoblade in HD.
I tried messing with the configurations, but all I get is 11 FPS in 480p, and 2 FPS in 720p.
Can you tell me what the best configurations for me are?
Specs;
NVIDIA GeForce 6150SE nForce 430
AMD Athlon™ II X2 220 Processor (2 CPUs), ~2.8GHz
4 GB RAM
Windows 7 x64
Dolphin 3.5 86x

Your CPU is too weak

Xenoblade is a demanding game . A PC that can run Xenoblade full speed will not be cheap , you know

2 x 2GB DDR3 G.SKILL Ripjaws 2133Mhz
MSI GTX 580 Lightning (900/4800Mhz)
Monitor - LG LD460 32'

I'm also having a sound problem.
Every game stutters.
That will run it fine. Your old system was far too weak.
i7 2600k is old and much slower than i5 4670k which is cheaper . Pair i5 4670k with MSI Z87 G45 , you will have the best system for DOlphin
GTX 580 lightning is also old , you should get GTX 760 instead
Make sure your new PSU (power supply) can handle these parts . Recommend : Seasonic S12II 520W or 620W Japanese Caps
