Generally you want to blow in the bottom and suck out the top (basic hot air rises stuff)

Yup, right now I have one fan blowing air in from the front , another one also blowing air in from the bottom, one sucking air out from the top and another one sucking air out from the back

Kinda late to the party but you can also connect fans to your psu directly if need be, however they will be dumb fans (in other words, they will always run at high when the pc is on).
As for dust filters, well it depends on how much you clean your pc, i clean my pc monthly in a high dust environment and it's never caused me issues, if you do use filters be sure they are quality and not garbage.
