Processor: Intel Celeron CPU E3300 @ 2.5 GHz
RAM: 4.00 GB
Video Card: AMD Radeon 7700 series

Is this good enough to run games like Paper Mario TTYD or SSBM. And if it is what settings should i use on Dolphin?
It might be good enough for SSBM and PM:TTYD on 3.5, but not the latest development revisions. 2.5 GHz is pretty low, and you're using an older generation of Intel's i5 CPUs. The GPU is fine for HD gameplay (3x IR for example), but even the CPU is going to be a bottleneck for other games; SSBM and PM:TTYD aren't very demanding fortunately.

EDIT: Whoops! Misread your CPU specs (it's not an i5 :p) but you're still using an old, underpowered Intel CPU.
Your CPU is too slow for most games
Celeron = slow
You should buy a new CPU and motherboard
Recommend : i5 4670k + Z87 mobo
Low budget : A10 6800k or A8 6600K + Asrock FM2 A55 or A75 or A85X (A55 = no overclock)

Yeah when i get some money I will look into a better mother board and processor thanks for the fast replies.
