i5 3570k stock speed is 3.4GHz , turbo boost is :
_3.8GHz (1 or 2 cores)
_3.7GHz (3 cores)
_3.6GHz (4 cores)

if you disable turbo boost , you will have lower speed
Intel Stock Cooler is bad ...

That's likely the temperature of the socket. Screenshots please.

Your temperature range is safe but not optimal. Like admin said the stock coolers are barely sufficient in some scenarios so you'll have to keep it clean. Ideally you should install an aftermarket cooler.
linker357, there“s one more thing: to speed up your fans, the first thing you need to know is the name of the manufacturer of your system, and if that manufacturer provides drivers or programs related to temp control.
Also, if your BIOS have a function that adjust the fans“ speed automatically, enable it. You should get cooler temperatures than before (50 or 60 degrees would be a great start).
This is a custom built pc, I'll try looking into the BIOS

You could also try a 3rd party application like speedfan. I highly doubt it will help though as BIOS setups are always configured by default to run fans at max rpm when the temperature is high. Your temperatures are perfectly normal for a stock cooler from what I can tell.
Yes! It seems I can set the CPU fan to turbo, it won't damage it or anything?

So what I'm getting out of all this is that it's probably a better idea if I get another cooler and replace the stock one..any recommendations?
Given that absolute max for an Intel stock cooler sounds like a spitfire is trying to fly around your case, I'm pretty sure that max RPM is never selected.

Admin already recommended the cooler master hyper 212 evo and I would have to recommend it as well.

I'm not following your logic. "It's loud at max rpm therefore it must never use max rpm".

It's quite logical to assume that it will go as high as it can when under stress to keep the cpu from failing. And it's easy to confirm that is does.
As high as it can causes the whole case to shake violently with the stock cooler for my old CPU. This is going to break something. It only went this high when I started the system on a dell motherboard with a non-dell power switch, as there was a jumper in the switch.
