Planning to use for games like Xenoblade, Paper Mario TTD, SMG 1, The Last Story, Mario Sunshine, Baten Kaitos

Oh right, can this CPU also be overclocked?
The resolution you can use in Dolphin without bottlenecking your system is dependent on your GPU. Dunno much about mobile GPUs, but Notebookcheck says it's at the top of Class 2 so it must be pretty good. It'll definitely handle 1600x900 no problem, and it'll handle 3x IR just fine in case you plan on using HDMI out on an HDTV or something for 1080p gameplay.

Gamespeed, when not bottlenecked by the GPU, is reliant on the CPU. You'll want to Turbo Boost for sure. Dolphin is largely a "dual-core" application, so you'll get 3.3GHz using Turbo Boost with just two cores. For Xenoblade (HLE or LLE audio), PM:TTYD, Super Mario Sunshine, and Baten Kaitos, you'll have no trouble running these. The Last Story is one of the most demanding games you can play (both for Dolphin and a real Wii, the real Wii drops frames). You'll probably get decent playable speed, but certain battles and Lazulis City will slowdown. It should still be enjoyable nonetheless. Super Mario Galaxy needs LLE audio if you want perfect audio (HLE audio cuts out after a while). On the latest revisions, you'll need an OCed CPU (e.g. an i5-4670K @ 4.0~4.2GHz) to play it without slowdowns when using LLE audio. You could try your luck with HLE audio.

Do I need to be aware for anything special for this setup in regards to Dolphin? (Kind of a noob to PCs in general)

So basically, it'll run Xenoblade (with some audio patch) PM, SSS, BK fine even at 1080p, but will have trouble running LS, and SMG?
You often don't need to do anything special besides change some settings sometimes. Refer to the Dolphin Wiki for recommended settings for each game.

That patch needs to die, seriously. Audio issues have been fixed in this game for at least a couple of months. HLE audio is more or less perfect on Xenoblade Chronicles. At any rate, yes, the only games (that you listed) where you'll have trouble would be The Last Story and Super Mario Galaxy. TLS is demanding, and so is SMG with LLE audio. TLS should be playable and enjoyable; the slowdowns in SMG may be acceptable as well. Again, your GPU is fine for 1080p gameplay, so don't worry about that Wink
