If I might be more marginally helpful, try monitoring your CPU/GPU temperatures and see if your hardware isn't overheating and throttling itself while running Dolphin.
Actually, i keep hardware monitor from cpuid running at all times, my cpu and gpu don't go above 60c, i have a very strong cooling setup. Actually i did that with Dolphin in mind...
I really suspect it's something in the coding. even hle doesn't work. for instance mario kart wii does not go above 30fps anymore now... it was perfectly fine the first couple of times i played it... i don't remember ever touching any settings either... and if i did i changed them back right away when they didn't do anything.

I also checked hard hwinfo. the turboboost is almost always going up to 4.4ghz, so it does seem to work fine. I could up the base speed but i strongly suspect it won't make a difference.
Hwinfo is showing me it's running on 4.4ghz pretty much almost all the time as soon as i do any sort of task.
You still haven't answered the questions I've asked you, mainly:

If you're playing multiplayer, it's normal for it to drop to 30FPS since that's how the game is programmed to run.
IIRC some of the modes also lock it to 30FPS. If it doesn't go higher, then that's how it's supposed to be.
Tip: If you hold down TAB you can temporarily release the FPS limit. If it goes higher than 30FPS, then it's supposed to be locked at 30FPS.

oh, my apologies, i thought i had answered it already. I am only playing single player. I figured if i can't get games to run stable single player i won't even both trying multi, eventhough i want to eventually. Okay, 30fps if it's normal than that's not the issue, but it runs very slowly and stutters heavily. might be some sync issue with the audio or whatever where the whole game adjusts to the slowest part, audio or video?
If you're playing singleplayer then it should run at 60FPS in some modes.

Have you held down TAB? Did your FPS go higher than 30?

Have you checked your settings at Config -> Framelimit? Set it to auto and uncheck Limit by FPS.
If this doesn't help, then try setting it to 60 and check Limit by FPS. (This will speed-up and mess up the audio if you're playing multiplayer with 3+ players and modes where it's locked at 30FPS)
