Just because it's an old GPU doesn't mean it's weak....
HD 4870 has 115.2GB/sec memory bandwidth which is much faster than both 6670 GDDR5 (64GB/sec) and 7750 GDDR5 (72GB/sec) in Dolphin
Right, so i did what you guys said and right clicked the game, then properties and ticked the box named "Accurate V Beam Emulation." I know its the same as what everyone has said but that's the only option i see with V beam in the name lol. Doing that increased fps to 19fps. So, still not sure.
You're going to need to overclock that thing more. I'm sorry but that's your only solution.
OC that bad boy! It may not have great IPC to back up that clock speed, But if its sufficiently cooled, you can really crank that thing up, well above 4GHz. (BTW my old gfx card, the 4670, could crank out 3X internal res with anisotropic filtering when OC'ed (Ill double check if I ever use dolphin again on the computer using it now), it was such an awesome little thing.....) Too bad you didn't grab a 8350 (Piledriver) instead of the 8150, the IPC bumb got it a little bit above or around the same as Thuban chips (plus you can still OC it like Bulldozer while using less power).

When I play Resident Evil 0 I get locked at 25 fps, is this because of the game itself or is it that my hardware can't run it any faster? It's the PAL version, my specs are i5 3570k @3.4GHZ, nvidia gtx 550 ti, 8gb ddr3 1600mhz RAM

This is the FPS at which the game natively runs. Some games run 50 FPS PAL and 60 FPS NTSC, but others halve the framerate so you end up with 25 FPS PAL and 30 FPS NTSC. RE 0 should be one such game.
