Have you rooted your phone?
Then type them in console
The console being something like the Android Terminal Emulator, I guess.
Ok, and what does each of the commands do?
They disable specific kernel level features (see the 1st post for why this is necessary). If you want to know which kernel level feature you're disabling, just google the very last part.
