Well, know Dolphin cannot currently run Wi-Fi since Nintendo would detect it and then ban Dolphin from Wi-Fi support completely. Though the DS emulator, Desmume, is currently running Wi-Fi and hasn't been blocked yet. I have the Wi-Fi version of Desmume and am using it for quite a long time. And its working. So why not attempt to make one?

Actually, it can. The method on how to do this is just not widely known yet. I'm fairly sure some people have more plans for this in the future, people will just have to wait.

Yeah, though the current builds of Dolphin cannot. So, are people working on it?
