Whether or not the OP can play games in HD without slowing down is dependent on the GPU, not the CPU. The GPU in the laptop should do just fine for HD gameplay in Dolphin.

You need a cpu that's on par with your gpu.

My gpu handles 4X Internal Resolution without a hitch, But I still get some slowdowns sometimes.
The performance in those cases does not improve just by reducing my Internal resolution to 3X or to 2.5X which means,

My cpu clearly is bottlenecking the performance.

So, you do need a cpu which does not bottleneck your gpu and vice versa.
You're still missing the point. Whatever internal resolution you want to play Dolphin at will be dependent on your GPU. The CPU has nothing to do with how high you can raise IR and AA before bottlenecking your system due to graphical settings. The CPU doesn't determine whether the OP will be able to play in HD or not, contrary to what nathan12 said. If a GPU bottleneck is not present, the CPU will only determine which games the OP can play and at what speeds.

Additionally note that this part:

is a specific reference to GPU bottlenecking. I'm not telling the OP that the GPU will compensate for a weaker CPU, I'm telling the OP that the GPU is responsible for ensuring that slowdown doesn't occur when raising the internal resolution (which is how you do HD gameplay on Dolphin). If you're already getting slowdowns at the default 1x IR (usually indicative of a CPU bottleneck, but can also be a GPU bottleneck), your GPU will determine if you do or don't get additional slowdowns at higher resolutions (definitely indicative of a GPU bottleneck).
