I'm getting around 60% speed in windowed mode on my i7-2630QM with the GYX 460M and 8GB RAM. I could get 60% speed in full screen (1920x1080) if I turn the "copy" feature off, but then the game looks like shit and half the graphics are black or missing. I can't find a good setup

the most recent settings i had posted were with r7171. however, any newer build should give you the same performance. uncheck "emulate format changes" as i shouldn't have had that checked in my last screens.
i use d3d plugin and this game runs full speed in two player for me... however, the beginning of each race seems to sit around 55fps and then goes up to 60 about 10 seconds into it.

i would think someone with such a system as yourself could run it decently, unless you either A) have a dell or pre-built system B) have a graphics card that has ddr2 in it, or B) slow system ram.
for me, this game is fully playable on two player, and on one player its a breeze.

The game runs at roughly 60% in both windowed mode and full screen (1920x1080). If I disable "copy", then it'll play at a solid 100% in windowed, and 50% in fullscreen...

I've seen people with slower hardware play this at 1920x1080 with over 100FPS. I don't understand how.
I've tried dozens of settings combos, but nothing seems to help me get over 70% speed in windowed mode.

Purely the fact that it's a laptop doesn't mean the performance is going to be limited. Again, I've seen people with dinky Core 2 Duo's and 3 year old GPUs get a perfect frame rate at 1080p (unless they were lying).
But yes, I did look at your screenshot and got up to 80% in windowed mode, but it's still not satisfactory.
My old 2.66GHz Core 2 Duo with a 9600M GT received similar performance...
a core duo (desktop model) could be as fast as an i7 (laptop model). dolphin uses only 2 threads (not counting lle), so it isn't surprising that a 2.66 core 2 duo got similar performance as a 2ghz laptop i7.
uncheck "force bi/trilinear filtering", "load native mipmaps", "enable cpu acces", and "emulate format changes".
uncheck "audio throttle".
set efb copy to texture.
set antriscopic filtering to 1.
set efb scale to 1 or 2.
