Money is a big problem for them . And if you're a laptop user , a dedicated GPU can generate much more heat than an integrated GPU
Thank you all for your feedback. It seems I will have to wait off playing Last Story and Xenoblade till I build my desktop.
Technically , your laptop can play Xenoblade well if you use a specific Dolphin version and you have to deal with the ugly graphic (turn down graphic settings to lowest level)
So , yeah . A powerful desktop is the only way to play those 2 games full speed with high graphic settings

You can swap GTX 770 ($410) to GTX 650 ($110) and swap Seasonic S12II 620W to Seasonic S12II 520W if you don't care much about PC games or anti-aliasing SSAA in Dolphin
A GTX 650 can handle 4xIR(2560x2112) in most wii games or 3xIR on GPU intensive Wii games

It doesn't have to be THAT powerful for Xenoblade. I played it two years ago with an i5-650 @ 3.2GHz and an Nvidia GT 320 at 1920x1080. The only place I had frame drops was at the final boss fight when it dropped to a constant ~85-90%. If you use an old build before the new ax-hle was added in, the frame drop shouldn't be a problem. Looking at the benchmark results for Wind Waker, an Ivy Bridge @2.8 could be as fast as my i5-650 @ 3.2, so you probably would be able to play Xenoblade.
You didn't tell us your monitor resolution, but Intel HD 4000 graphics would be able to handle Xenoblade depending on that. My GT 320 was only about 20% faster than Intel's HD 4000 graphics, and it could play Xenoblade just fine at 1920x1080.
The Last Story on the other hand, there's no way you'll be able to play that with those specs.

The 1st screenshot is actually running faster than a Wii would run it, despite the FPS not being a solid 30. The % at the top is what counts. This game is demanding; even on the Wii you get severe frame drops (once I was stuck at what felt like 10 FPS for 5 minutes of battle on my Wii). You're actually getting good speeds, but they'll drop hard when you get to Lazuli City or whatever.

I see that a lot of people seem to lag a lot in the City. I will post what FPS I get when i get there.

EDIT: Also, I found another game i would like to play. Pandora's Tower if anyone has ever heard of it or played it.

With latest Dolphin , i don't think your PC could stand a chance . Like i said before

Btw , nowadays Dolphin use internal resolution : 3xIR = 1920x1582 , 4xIR =2560x2112 not 720p / 1080p like before
GT 320 (25.3GB/sec bandwidth ) is weaker than GT 540M (28.8GB/sec) . GT 540M can handle 2.5xIR (1600x1320) at best
