Please keep in mind that no matter what you do there will always be some games that don't run at fullspeed. Now with that in mind I would recommend a GTS 450 if you're ok with having a graphics card that isn't low profile. A sandy bridge cpu is highly recommended if you can keep it cool and provide enough power. Ideally you'll probably want to stay with a 65W TDP model or lower just to be sure.

Take a look at the chart under desktop platform: http://en.wikipedia.org/wiki/Sandy_bridge
Intel has S and T edition cpus which have a lower TDP (thermal design power, the amount of heat energy that needs to be dissipated per second to keep the cpu within its functioning temperature range). In other words the lower the TDP is the less cooling is needed. However this has nothing to do with the power consumption of the chip, although chips with a lower TDP do tend to have a lower max power consumption as well.

You should take a look at the i3 2120T, it's your best widely availible 35w TDP option: http://www.newegg.com/Product/Product.aspx?Item=N82E16819115094
And take a look at the 2400S, it's your best widely available 65w TDP option: http://www.newegg.com/Product/Product.aspx?Item=N82E16819115075

If you buy a graphics card then there is no point in getting a cpu with the more powerful HD 3000 IGP.
I assume the answer is yes, but are there games which won't run @ fullspeed with dolphin?

This is my first time using dolphin basically.

i7 2600k @ 4.7 Ghz
2x 4GB=8 gb DDR3 1066 mhz I think
GTX 570 1280 MB

Yes, after looking at my options, the extra $30 for a i3 2125 is silly. An i3 2120 then is what I think I'll go for.

On the graphics end, would there be a reason to get a GTS 450 over something like a Radeon 5770? The 5770 appears to smoke the GTS 450 for around the same price, and I've heard that Fermi cards run quite hot, not sure how recent AMD cards compare on that front.

Thanks for all your help.

Get the 2120T if you want a 35w TDP. 2400S if you think the system can deal with a 65w TDP (the TDP of a typical dual core processor). The 2400S is the fastest cpu you can get that I would still consider a low TDP cpu. That aftermarket cooler you showed me earlier looks like it could easily handle a 65w TDP cpu if it's given proper ventilation.

Nvidia cards tend to have less issues with emulators in general (mainly due to drivers with better openGL support). As far as PC games and dolphin are concerned, yes, the 5770 would be a better choice.
a question from noob...
