Intel Quad 6600(150$)2.4 ghz easily up to 3.6ghz
radeon 4890(200$)(2 of these if your rich but greedy)
i7 is useless at the moment.
For users with a bit more experience in building PCs, if you are going for the enthusiast build, do not get the velociraptor HDD, rather get two regular WD caviar 250 gb drives at 7200RPM and arrange them in RAID 0, this way you get a lot more space and better transfer speed than the velociraptorm and it also costs a lot less.

i7 is quite a bit faster than quad cores, and a 920 can be clocked higher i belive
clock for clock, i7 is 0-30% faster than equivalent yorkfield class.

The lowest i7 Quad can OC pretty easily to 4.0GHz. The newer revision of Q6600s (1.325 VID) struggle hard to make it past 3.[color=#FF0000]4[/color]GHz. A cheaper, better alternative, would be just about any Phenom II (take your pick from the ones I just posted one page back).
Recommending older Intel Quads is pretty stupid. Even if you already have a Intel 775 board and are looking to do a drop-in upgrade to a Quad, a 9400 or 9550 would be well worth saving up a few bucks for.

he must do that....
new instructions of i7 are not used in dolphin, memory speed does not really matter in dolphin, more threads (SMT) are not used in dolphin.
yeah, every big advantage of i7 is useless for dolphin, what remains is a slight increase in per clock performance.
30% over c2d/q in dolphin ? no way.

4ghz is anything but easy. check xtremesystems.org with lots of good overclockers, still many dont manage to get 4ghz.
if it would be sure that i reach 4ghz i would buy one instantly.
in reality, average joe will have a hard time to reach 3,6-3,8ghz.
