I have no idea what I'm doing wrong. I've downloaded the two most recent versions of Dolphin and yet when I open Config. I don't see the "Plugins" tab I'm supposedly supposed to be seeing.
Whatever tutorial you're following is severely outdated. Follow
these instead.
There are no plugins. Everything is built into Dolphin.
I have a hunch you're also downloading the builds from the wrong website.
Download the latest builds from the
official website.

Thanks, I have made sure to download from the official website. While I'm here, perhaps I can get to the reason of my query?
I'm trying to use my Sixaxis PS3 controller with the emulator, but I can't seem to get the analog sticks to correlate with the button input. Any help?
You'll need a wrapper, like MotionInJoy or XPadder...
He's working on it. His goals were to get it working great as an xbox 360 controller first, then add features. So for now the home button can't be reassigned.

Yea it looks and runs better now that you modified it. Of course, Axcie actively removes those mods. Give it time and he'll kill that too on his next release. He did it before, he'll do it again. ...if he ever updates again.
Regardless, I'll admit I'm biased. I hate Motion In Joy because I got to know the creator of it. He's slime. I can't prove it since it's closed source, but I'm completely confident that he stole code from libusb-win32 and PCSX2 to make it work, and slapped a wrapper and IE interface on top for ads. It fits with how he is. The SCP drivers are open source, really open source, and they even work far better. MiJ has been around forever and has had a lot of features added. Give SCP some time and he'll add more features.
