Win 7 x64. Intel core i5 2.5GHz. 8GB ram. AMD Radeon HD 7670M 1GB. Dolphin 3.5-367.
Trying to play Sonic 4 Ep I. Even in a smallish window seing speed drops down to the mid 70's. The game is just playable. At fullscreen or maximized I never see anything about 80%, and see as low as 40%. All setting are default apart from I changed the framelimmit to audio to stop the cutscene problem in wind waker.[/font][/color]
According to system Monitor II, CPU usage never really goes above 60% but it does run at 2501MHz.

Your i5 has turbo boost function that boost your CPU clock speed to 2.9GHz (2 cores active) automatically
If turbo boost does not activate by some reasons (CPU overheating ?) , you can force turbo boost manually

AMD 7670M has "switchable graphics" function that switch between 7670M and Intel HD 3000 . You must add Dolphin to high performance via "AMD catalyst control center"
Right-click on battery icon (on taskbar) , choose power plan : "High performance" instead of "Balance" & "Power Saving"

Well first thing's first, I looked into the AMD CCC and couldn't see anything where I could add Dolphin to high performance. There's an 'application profile' and '3d app settings' tab under 'gaming', does that sound about right?
Going to the power options like you stated only gives me an option of balanced or eco. It's currently set to balanced.
I check out post 4 in that link, but that is a little over my head and need to take care and time over that.

Additional: Well I'm confused.. currently running at fullscreen highest res and I'm not seeing anything below 55fps.
Here's what I did. I downloaded and ran Intel Turbo Boost Technology Monitor. This showed it was indeed going upto 3000MHz. So I guess the system monitor II couldn't measure the boost over 2500? Maybe that's why it always showed 2501? Anyway, apart from running that, I also went into AMD CCC, enabled vari-bright and put that option to maximize quality and away from maximize battery life. I don't get how either of those two thing could have effected how the game ran.

Now running on high performance and I'm pissed that I've had this laptop for months now and have always been running on balanced!!!
I have no idea how to bring that screen up, what is it under?
Use Realtemp instead , realtemp can monitor Intel CPU clock speed , CPU temp , GPU temp

Define "highest res" . AMD 7670M can only handle 2.5 Internal Res in most games and 3xIR in some light-weight games
Set IR to highest level 4x (2560x2112) ? Your GPU does not stand a chance
1366x768 is the highest it'll let me go.
