Why can't they use one of the many open source AC3 decoders floating around the web? It's not exactly a rare codec. I'm guessing the problem has more to do with the container format than the codec itself, unless I'm missing something obvious.

It's ATRAC3+ that I was thinking of. As far as I know, JPCSP uses FFMPEG to deal with ATRAC3, but ATRAC3+ hasn't been reverse engineered yet, so it's a problem for both JPCSP and PPSSPP. PPSSPP has plans to use FFMPEG for ATRAC3 decoding eventually.
In regards to PPSSPP, AT3+ support was just added a few days ago to master, you'll need this file

[Android] (don't worry, they're legal to distribute, compiled from an open source project) and place it in the PPSSPP directory (Windows) or sd/PSP (Android). Also video support was merged 3 days ago too. Just note though that there are still quite a few bugs to be worked out, like some sounds and videos not playing, as support was just added.

thread here is what caused those developments. So PPSSPP now has the ability to load libraries for the AT3+, interesting. I'm still waiting for it do support AT3+ natively (and on desktop Linux distros, not just Android) but this is a good development. Hopefully this will help them RE the AT3+ codec once and for all, then the world can be a better place

Also looks like they added in FFMPEG for some stuff too.
