I have an idea :
_Revert your i5 back to stock speed or turn down Vcore & CPU frequency -> 4.4GHz . If you not notice any decrease in performance -> Your CPU is the problem
_Same as above , 6970 back to stock speed (6950 right ?)
With the latest releases of dolphin HLE is alot better.

I just recently downed it from 4.7 to 4.5 and the performance did drop slightly. So this seems normal right?
When testing with IBT I normally get 94-96 GFlops with XMP on and 102-110 GFlops with XMP off. Perhaps XMP is hurting me?

I have a BIOS modded 6950 so I can revert back to old clocks but not back to the old BIOS. I did this long ago but do not remember the results. Since I normally dont go above 2.5x, would that mean the GPU is super unlikely to be the culprit?
@haddockd: The WW CPU benchmark thread has quite a few 2500K results at various clocks. Follow the instructions in the first post and compare your results. The thread's in Hardware btw.
old clocks is fine

Yes , @Garteal with his PC (i5 2500k @ 4.5GHz +
AMD 6870) can run SMG 2 full speed(LLE back end) at 4xIR (I witnessed this)
I clearly have some work to do. Thanks all for your input!

A lot better than before? Yes.
A lot better than LLE? Not better. Almost as good as LLE. And not in all games
Thanks LordVador. As I understand it, most of the games I play are Zelda ucode games so this one doesn't apply to me until HLE is updated to work in those parameters. I am SUPER hopeful for that day though
I am going to completely rip my overclock down and start from scratch to see if I have any better results.
I have a considerably weaker system that yours for dolphin.
i5-2500k@4.3GHz (4.4GHz for 1,2 3 cores), on Gigabyte Z77-DS3H.
ASus GTX660-DCII-OC
The only think that is faster is my RAM, which is 16GB Corsair Vengeance CL9 1600MHz.
I can run Zelda TP at full speed with EFB to RAM.

"Considerably" is a few overdone IMO
