Ok this is not actually a problem but a solution to a black screen when running games with opengl. If you get a black screen when starting a GC or wii game with opengl try deleting the shadercache folder in the user folder of the dolphin emulator. This solution worked for me but remember you have to delete this folder again everytime you stop and start another game with the OpenGL backend. This should work for those people that have the latest GPU drivers but get a black screen, your GPU still has to support opengl.
There is no way your "GPU" supports dolphins requirements for OpenGL which is why you can't use it

MY GPU IS THE LOWEST GRAPHICS CARD THAT DOLPHIN EMU DOES SUPPORT OPENGL ON. IF YOU DO NOT BELIEVE ME I CAN POST A PICTURE OF IT WORKING. And i can play games with the opengl backend i never said i could not.

I have to say sorry too i kind of got mad that is why there is caps a lot
His GPU support OpenGL though his GPU will have compatibility issues with Dolphin

OK FIRST THINGS FIRST I WAS TRYING TO HELP PEOPLE WITH SOME ADVICE TO I CAN ACTUALLY GET 100 SPEED ALMOSTY ALL THE TIME IN SONIC RIDERS WITH 5 FRAME SKIP AND HACKED BUFFER UPLOAD ON OPENGL. which is said to help nvidia cards do very well. yes it has a few compatiablity problems but majority show up when i use hacked buffer upload on anything but sonic riders.

How is frameskip and hacked buffer upload supposed to exist on the same revision?

Frameskipping has been around for ages in Dolphin. I forget the exact menu (might be under Emulation, not at my computer atm). It's not going to be much of any help if your GPU is not bottlenecking your performance.
The thing i want to point out is "compatibility issues" . I'm not here to judge you or anything like that
Outdated AMD / Nvidia onboard GPU and some ancient AMD / Nvidia have compatibility issues with Dolphin like : black screen , nvidia driver not responding , polygon on the screen ̣
Most recent AMD /Nvidia graphic card don't have problems like that (AMD 4000 series -> 7000 series , Nvidia 8000 series -> 700 series except Nvidia GT 240 )
@Shonumi is correct . Frame Skipping will help if your GPU does not meet the Dolphin GPU requirement
Btw ,With OpenGL + Hacked buffer Upload , I still get slower speed than using Direct3D9
