You can tweak turbos on z77-ds3h. Which will allow you to overclock 4 bins.
Maxing at 40/40/39/38. This can be done on all z77 boards with turbo boost controls.
(4.0Ghz on 1 core and 2 core usage, and 3,9Ghz on 3 core useage and 3,8Ghz on all four.)
I have no idea about the asrock, can it go more than 4 bins?
It seems here that the asrock just announces it more than others, but virtually any z77 board can do this:

@Ridilus did that (i5 3450 @ 3.9GHz + Asrock Z77 Pro 4 ) with Intel cooler
As long as you not OC a k version CPU to 4.2GHz or higher , aftermarket cooler is not neccessary
