If you want to get a feel for how it actually runs, get a US varrient Galaxy s4 or buy two Nvidia Shields and send one of them to Sonicadvance1 so he can add it to the list of officially supported devices.

"Pre-Alpha Version 0.9- Fix gamepad input
Pre-Alpha Version 0.8
- Fix devices that don't support OpenGL ES 3.
Pre-Alpha Version 0.7
- Various issue fixes
- It's a side navigation drawer, swipe left to right.
Pre-Alpha Version 0.6
- Switch to Google's library for navigation drawer
- Add OpenGL ES 3 video backend. *BUGGY*
- Gamepad input"

From version 0.8 you don't need an Open GL ES 3 device.
You don't need a OpenGL ES 3 device for software rasterizer. The OpenGL ES 3 video backend obviously still needs OpenGL ES 3 hardware/drivers.
Lololol "you dont need an Open GL ES 3.0 device" that woupd be awesome, but no. Sadly thats still a requirement.
And you're telling the the guy who developed it that why?

You can run "the emulator" without an open GL ES 3 device. If you want to use the Open GL ES 3 backend the you would still need a device that supports Open GL 3 obviously.

More to the point the emulator does support devices that don't support OpenGL ES3, contrary to your original statement.

it still crashed on nexus 7 when i load the rom in v0.9
i think it has problem with android 4.2.2 jb
I have 4.2.2 and so does Sonicadvance1. In fact the very OS version that Dolphin Mobile ks being developed on IS 4.2.2
Theres a leaked version of the 4.3 Rom out for the S4 which it would be interesting for someone to test, as it should have better support for Open GL ES 3.
Well as far as I know, Qualcomm has yet to update the drivers. So unless Samsung worked some magic, it should be unchanged.
If you're trying Wii games, there is a good chance that they may not run.
