For starter , I recommend 4.1GHz and then push it higher 4.2->4.5GHz(need aftermarket cooler)
Voltage is the most dangerous enemy of any CPU if you set voltage too high (higher voltage = higher temp)
Do not use any voltage higher than 1.35Vcore . Keep voltage as low as possible
That is crazy just to get good performance for one game. I find it strange that Xenoblade is one of two games that Dolphin needs extremely good hardware for.

Nah , it's totally normal , your CPU is just slow for Dolphin . FX 6300 @ 4.6GHz isn't as fast as i5 2500k @ 3.3GHz
Base on Dolphin Benchmark , both FX-8350 @ 4.0GHz (stock , turbo 4.2GHz) and FX-8150 @ 4.6GHz still lag behind first gen Intel Core I series : i5 750 @ 3.2GHz . 2nd gen i5 2500k is faster than i5 750
Therefore , i5 2500k @ 3.3GHz can run Xenoblade full speed but i5 2500k is outdated
Some games even require i5 3570k @ 4.5GHz (which is much much faster than FX 8350 @ 4.9GHz in Dolphin)
AMD increase more cores for their CPUs but they don't care much about single threaded performance . Dolphin is a dual core application ...So you get the idea

Xenoblade requirement isn't as high as SMG + LLE , The Last Story - Lazulis City , Zelda TP - Hyrule Field , Pokémon BR + LLE and so on...

It doesn't require extremely good hardware, just the right hardware. This game isn't as demanding as some people used to claim it was (4.2~4.4 GHz Sandy or Ivy Bridge CPU for LLE audio, 3.8GHz does fine for, and could have been lower for other like Garteal). If you're using HLE audio in the latest builds, it shouldn't be that demanding at all. The issue is that AMD's FX line of CPUs don't perform nearly as well clock-for-clock as Intel's Sandy Bridge, Ivy Bridge, and now Haswell CPUs when it comes to Dolphin. You'll need to overclock quite a bit to reach the performance levels of stock SB, IB, and Haswell chips.

We've done benchmarks, and the data proves it. Have a look at the Legend of Zelda Wind Waker CPU Benchmark thread. There are two FX CPUs in the results, and I managed to beat both at stock clocks (except for Save 3, the AMD FX 8150 @ 4.6GHz beat me by 1 FPS). You'll need to OC your CPU if you want better performance on the latest revisions.

A lot of people talk about "optimizations" as if the code were somehow already grossly inefficient. The reality is that Dolphin is at a point in its development and maturity where large-scale optimizations aren't likely to occur, but small-scale optimizations are always possible and happen from time to time. However, they are usually not enough to outweigh the fact that Dolphin gets more and more accurate over time and becomes increasingly more demanding on hardware. Unless Dolphin includes more hacks (read: specifically choosing not to emulate something correctly), your best bet would be to OC your current hardware, obtain better hardware, or stick to older revisions.
Welp, considering I just recently built PC this I'm not going to invest in better hardware. I'll just have to experiment with older builds and whatever ends up being optimal.

edit: And I stated I thought only two games demanded so much power, because I was not aware of your benchmarking efforts, only what was discussed here in this thread. No worries, I'm not trying to discredit you or anything like that.
i think the OP should do if this is a new build is to drop the 7850 completely and get a 4670k and a z87 mobo. intels haswell igp can run native now just fine.

save for a month then get a new gpu

Well if this is the only game you've been planning to play then it may look useless to you. But I guess this is not. And in this case overclocking will be really useful. A lot of games being as much, or much more, demanding as Xenoblade. Of course it will depend on the games.
And don't forget you'll need to run games full-speed if you wanna get a correct audio (with both new AX-HLE and LLE)
