So I have been trying to play simpsons hit and run, but it slows down to about 70% for a couple seconds and then POPS right back up to 100. This causes me to screw up driving and stuff and I was wondering if I actually have a good system to run this.

Any settings I should change other than the defaults?

I am running the latest stable version (3.5 X64)
What do you have set as your Framelimit? You could try setting it to Audio and leave Limit by FPS unchecked. Alternatively, you can set the Framelimit to 60 (50 if your version is PAL) and check Limit by FPS. See if disabling VSync helps at all, just a guess.

If you still get issues, please post your Dolphin settings.
