In Windows, try going to:
Control Panel > Sound > Speakers > Properties > Enhancements and disable all enhancements. Click Settings and disable Boost level.
Also in the Speaker Properties, go to the Advanced tab and enable "Allow Applications to take exclusive control of this device" and "Give exclusive mode applications priority".
One other thing is to try an old version of Dolphin and use 32000hz (instead of 48000hz) in the DSP settings.

Disable All Enhancements was already set for both my RealTek (which I never use) and ATI HDMI audio devices. I cannot find any Boost level though. Not sure if it matters but I dont have a "speakers" item because I run the HDMI from my Graphics card directly to my TV. Well, I do have one but it says disconnected.

I have also already tried 32000Hz back in the 3.0 builds. I can try it again if you think it will work.
Just out of curiosity, what made you think of those suggestions?
I do have one comment, the responsiveness of the in-game menu was significantly slower (pressing down to go to the next card was at least 50% slower) once the static started, but Dolphin said I was running at full speed. Does that mean mean anything?
Also any other thoughts?
Thanks for the picture. Would you uncheck the Disable All Enhancements and then click the Settings button on that dialog and take a picture of that screen (for both the ATI HDMI and the RealTek)?
If you have tried the 32000hz option already, that's fine. I didn't remember if you did or not.
I experienced a similar issue with something other than Dolphin recently. It was a puzzling sound related issue and the setting in the control panel fixed it.
Responsiveness of the in-game menu - do you have the framelimit set to "Audio"? It should be set to "Auto". I'm not sure what might be the cause but it is helpful information in this problem diagnosis.
I never change the framelimit so whatever the default is...just checked and its Auto.

ReakTek doesnt even have a settings, just that disable screen from before. If this isnt what you mean I apologize.

I played Twilight Princess (GC) (U) for about 5 hours yesterday using HLE and not a single crackle so it appears that it is specific to LLE for me. Weirder and weirder.
Is that the game you were playing before? It by depend on the ucode instead
I get the static regardless of the game I play using LLE. I have confirmed it with WW, TP, Baten Kaitos, RE4, Mario Kart Wii, Mario Party 9, and others that slip my mind at the moment. Boggling that HLE solves the static (at least to me).
I wanted to add that I played TP (GC) for a little over 6 hours two days in a row and not a single crack or pop with HLE, so this is specific to LLE for me. Anyone have any ideas as to why only LLE?
Are the DSP LLE rom dumps you are using good?
I have dumped them (more than once), but I suppose I could try again. Is there a good way to tell if they are valid/not corrupt?
