They need to be overclocked more than that, as they're Sandy bridge E, not Ivy bridge.
Sandy Bridge-E IPC should be identical to ivy bridge IPC in dolphin. Also the cpus he mentioned are ivy bridge cpus not sandy bridge-E. There are no mobile sandy bridge-E cpus.
The mobile Extreme CPUs were around way (which could mean anything from a month to two years) before Ivy bridge was released. In fact, at least one of the CPUs listed was specifically mentioned when the massive laptop vs desktop argument exploded last year, which happened before Ivy was released.

Also, I'm sure I've seen at least one single threaded benchmark putting Ivy 5-10% faster than Sandy E at the same clocks. It's possible that the particular benchmark was wrong/too synthetic, though.

Edit (although I technically wrote this before I actually posted the above text): When I last checked, 39xx was just Sandy Bridge E chips. This was before Ivy, so I haven't looked any time recently. Having done some double checking, I can confirm that those two chips are Ivys.

Actual Edit: Having looked back at the Laptop/Desktop thread, I see that the OP was planning on buying an i7 3920XM as an upgrade after it was released. Even months after he last posted, that guy is still causing problems, albeit exacerbated by the fact that I often only remember the gist of rants like his.

Very likely. But it won't happen in dolphin. Consult the recent WW cpu benchmark if you don't believe me.

I can promise you three things.
1. Any modern Intel cpu with a 3 at the beginning of the model number is either an ivy bridge or sandy bridge-E cpu.
2. There are no mobile sandy bride-E cpus currently in existence. The wiring needed to pull that off would be insane. Not to mention the thermal issues.
3. There will never be a mobile -E cpu without some sort of miracle that simplifies the I/O wiring exponentially.
After more checking, I can say that Slickdragon somehow bought an ivy bridge laptop before Ivy Bridge was released.
