Help us help you. Post some screenshots of your settings (Click Config button->General tab, click Graphics button->General, Hacks, and Enhancements tabs).
Your profile says you're using Dolphin 3.0; this is a severely outdated version of Dolphin, so try updating to something more recent. Try 3.5 or the latest revision:
http://dolphin-emu.org/download.
Lastly, make sure your ISO is good. Check the MD5 hash of your and compare it online with an MD5 hash from GameTDB.com. If they don't match, you have a bad dump. There are plenty of free tools that can generate MD5 hashes; google around if you need to.

Also next time try to post questions related to a game in the official game thread (when this one exists) http://forums.dolphin-emu.org/Thread-gc-capcom-vs-snk-2-eo
as you can see, i got terrible graphics ;c its full of lines and pixels, worse than in gc rca cabe... and the joystick just allow me to play with analogs ;c buttons are not function too. what can it be?
the sound is ok....
thanks.,
You didn't post your settings as Shonumi had asked you to.
Also have you tried settings suggested in the official game thread? They solve most issues in this game

the problem is, the image and video in the oficial thread are as bad as mine here in my pc, the vĂdeo is slow and the graphics charaters have lines and very very very bad resolution, worse than in gamecube rca cabe..
cant dolphin run this game in 720 or 1080p resolution or does the characters graphics looks so bad in all ways?
thanks
Try setting Texture Cache Accuracy to Safe. Similar graphical issues occur in games like MegaMan X Collection. Come to think about it, it may be an issue with any 2D GC game Capcom had a role in (just random guessing).
Those types of games never have good graphic , you can try crank up the internal Resolution to 4x ...though it may not help much
The only option can help those types of games is either Super2xSal textures or hq3x which Dolphin don't have

The graphics will always be this bad because the game uses sprites.
@rafael - To clarify, my advice about the Texture Cache Accuracy would not help with the scaling of sprites, just help with the choppy lines you see. Like admin89 said, Dolphin doesn't use scaling filters for textures like the HQ family. Like skid said, 720p and 1080p will not improve 2D elements like 3D elements in Dolphin. But you can at least get rid if those pesky lines :p
