Here you can get i5 2400 and 650 ( non ti ) for 250 EUR, which would leave 150 EUR for the rest of the system.
It's doable without hdd or monitor

Cpu : i5 150 EURO
GPU: 650 non ti 100 EURO
Case + psu : 50 EURO
DDR 3 : 4gb 30 EURO
Mainboard : 50 EUR

Total : 380 EUR

Which leaves 20 EUR for hdd..like I said he should either use the one he has, buy used, or just spare another 20-30 EUR and he can buy new hdd as well

Or, he should have no problem fitting i5 and gt 640 or 7750 in that budget

$60 HDD (500gb - 1tb range)

-total $510 USD

he'll have suck up with HD 4000 gfx till he can afford a gpu but he'll have 1 awesome machine afterwards
@Venomx1 You forgot 3 things : Memory/Ram , Thermal compound , Aftermarket heatsink (can buy this later)
right ram. other 2 things stock will be fine.

cut dvd player and insert ram. ~40$

stock heatsinks have paste on em

install OS by USB
i can play with a A10 5800k cpu the most games in 720p?or min.in480p?
your gpu will also matter, the cpu alone will not handle everything itself, i have an i3 3225 in my new pc, and it is great for gaming and dolphin,
ok is a i3-3220 equally well?
