Well, I need to use Dolphin 2.0 on the lowest settings and with frameskipping at 2. After that, they run pretty well.
Also, I have an integrated Intel GMA 950 (to be honest, I'm surprised those 2 specific games run so well, yet any other game runs like 15 FPS).
I really am being honest. I have a video on Youtube of SSBB, but it is pointless, as Camtasia slowed it down very majorly. In fact, on Youtube, you can search "dolphin on pentium 4", and you can find some people that have gotten SSBB at full speed or near. It's proof that a C2D can run it at full speed.
No one is interested in hearing people tell stories about Pentium 4's running games at full speed. Stay on topic now please.

I haven't responded much to this thread since most questions are getting answered by others. I tend not to sit around on the forums.
You can follow some of my published progress on https://code.google.com/p/dolphin-emu/source/list while I tend to talk about what I'm doing quite frequently in the Dolphin IRC channel.

Right now I'm converting some of our remaining OpenGL code over to code capable of running on OGLES3.
Current issue with the GS4 is the kernel is deadlocking due to KGSL. It may just be due to invalid OpenGL calls getting passed to it and corrupting the instruction buffer. I'm going to look in to it more when I get finished converting this code.

What about the Nvidia shield? It's Cpu is comprable to s4's (4-core 1.9ghz) , and the gpu is more than powerful enough for gles 3 compatibility. It's a bit cheaper than the s4, but is there some reason it won't work?
I never said it wouldn't work. Nvidia shield isn't a GLES3 device, but it supports enough to make it the only GLES2 device to work with Dolphin.

That's great. I can see people using that instead of the s4, simply because of the price difference. What GL ES3 features are needed that most GL ES2 lack?
Hey man i don't really have any cash to donate. Got an S4 as a present yesterday though. I'd be happy to be a test dummy if you'd like. I don't know droid too much at the moment but im very good in windows. Hit me up if you want someone to try it out while you wait for the money to get yours. I'd love to play some of the gamecube games. My sister would love to be able to play luigi's mansion and im a huge fan of super smash.
