I've never used craigslist before and tend to be skeptical of buying used equipment at low prices on the internet in general. But I take it that you've used this service before and are already familiar with how to deal with any associated risks. So hopefully you know what you're doing, because you're on your own in that regard.
Keep in mind you'll have to swap out the cooler, power supply, and motherboard if you want to overclock it since it's an OEM machine. Which will likely run you another $250.
I see. With the games I want to play (all Wii/GC Zelda games, Super Paper Mario, some other GC games), do you think I need to OC this processor?
Not sure about super paper mario since I don't have it but the rest should run at fullspeed or close to it (except TP in hyrule field). If you don't need the monitors, keyboard, and mouse it would cost about the same to build a comparable rig yourself as buying this one + upgrading it for OCing. It is a good deal though, especially with the peripherals included.

Is it a i7 2600 or a i7 2600
K? If it isn't a 2600K you won't be able to overclock so easily
hmm...looks like it's just the regular i7 2600

With the stock motherboard and other hardware you won't be able to OC at all. With a new motherboard, power supply, and cooler you'll be able to OC 400 MHz. Any higher than that it impossible without replacing the cpu with a K edition cpu. If you don't need/want the peripherals I would consider building your own rig instead.
