I can play fine at 100% speed but my friend doesn't have as good of a computer as mine, so he doesn't get 100% speed.

You need to have the same speed to avoid desyncs, so how do I lower my speed to match my friends speed?

You can manually set the framerate but I don't think that is going to help anything.
Desyncs are probably caused by things outside of your control.. stuff inside dolphin that needs fixing.
