hey
i have an intel i7 920 OC'ed @ 3ghz
and 2 nvidia asus 9800gt (1gb gddr3) working @ sli .(yes, old comp)
and windows 8.
i know sli doesnt work in dolphin , but generally
what options should i put to get dolphin to run :
1. at a static fps w/o putting an fps limit (it goes from 19 to 40 during the games, very irratating, i'd rather 30~35)
2. at the most optimal options to get the most speed out of it.

my resolution is 1920x1080 on my monitor , if it matters any.
You shouldn't be getting speeds like that, provide your Dolphin settings and the name of the games that you're trying to run...

the dolphin settings are as such :
ver 3.5-1068
using d3d9 , (for unknown reason d3d11 crashes my dolphin on both win 7 and 8) or opengl
Full screen , V-sync, Show FPS, hide mousr cursor, aspect ration - Auto
fullscreen res : 1920x1080
enhancements : IR 2.5x 1600x1320 , NONE anti-aliasing, Anisotropic filtering : 1x
Scaled EFB copy (checked)
Hacks :
ignore format changes (checked)
EFB copies to texture
external frame buffer (checked)
cache display lists (checked)
OpenMP texture decoder (checked)

EDIT : and the games im trying to play are paper mario / kirby epic yarn / wario land shake it / super mario bro wii

and thats about it.

I owned an Asus 9800gt . It can handle 3xIR , no AA , 16xAF on most games (except Mario Galaxy)

could it be my graphics driver?
i get low fps for no apparent reason.. or maybe i should upgrade my graphics card ? kinda outdated, was bought @ 2009 .. Smile
