Use Realtemp when Dolphin is running !
But your idle temp - 67 degree Celsius is very high ! Normal idle temp should be 30-45 degree Celsius

My framerate Magically went up to a reasonable amount!

Oh god , that's too hot for a desktop CPU . Overheating will affect CPU performance !
You should grab Arctic MX-4 (10$) at the computer store , clean the old thermal compound and then reapply it . (You can search "how to apply thermal compound" via youtube if you don't know how to do that )

Intro sequence may be slower but you'll get a better speed once in-game. Make the effort to continue

I haven't read the whole thread - do you still get the issue with Dolphin not starting? If yes, I'm very interested in diagnosing and fixing it. If you've got a version of Dolphin that does not start, compress the whole Dolphin directory (with Dolphin.exe, the User and the Sys directory) and upload it somewhere please.
