Nobody is saying it isnt posible to get fps you are getting in various parts of the game
Problem is main city, thats where its slowest.
I dont think your cpu should perform much different then mine, so show us screenshoots in the city 
You should be getting around 20 fps, few fps less or more
I agree that fps is not important if it playable, but 20 fps is too slow, especially if you have NTSC version, since its only 66% of the normal speed
Point taken. By the way thanks for answering my original question. That's what I wanted to discuss. Anyone have a Lazulis city save? I've been stuck where I'm at for a few revisions. I could cheat my way through but I'd prefer not to.
Ok point taken again. Had an old save backed up. Lazulis city, 21-24 fps unless I'm in an alleyway. Well I guess you learn. It still is fun, and I didn't mean to bs anyone.

As expected. I have to say I am a little disapointed, there was some hope you maybe found some way to speed up dolphin or alteast last story

Well, give my ini a try. Couldn't hurt, you have better hardware than me see what happens. Maybe it wont be a complete waste after all.

No. This isn't an important factor as long as the game is playable. A game can be fully playable without getting full-speed

No. This isn't an important factor as long as the game is playable. A game can be fully playable without getting full-speed
I agree but add that "playable" is very subjective and personal. For me SMG +LLE is not playable if it is consistently less than ~55 FPS. The audio stutter kills me.

It is lying, isnt decieving=lying ? Most of the time, you cant deceive somebody without lying to them.
And I personally consider anyone who deceive people for his own fun a jerk
