I don't know what you mean. RE1, RE0 and RE4 all run full speed on my machine with VBeam enabled. Skyward Sword is what I cannot run full speed. It would seem the opposite of what you've said is true.

If I'm not mistaken you should be able to raise the core multiplier up to 37 on that cpu which will let you reach 3.7 GHz. It will improve your performance by about 10% but you still won't be able to reach fullspeed on SMG 1/2. Still not sure why you bought a P edition cpu.
My i5 2400 reeches fullspeed on SMG 2 99,9% of the time.
And even for that 0.1% I am still not sure if it was my cpu bottlenecking, because VPS is 60 ( more with framelimit off ), which means its gpu thread bottlenecking.
I will test this further when I get my new 660 gtx, yeah its quite posible not even 460 gtx was enough for 1x, unless cpu was bottlenecking in gpu thread ( FPS )

I'm not following your logic. VPS increase/decrease can be caused by either a cpu or gpu bottleneck. Also the thread you linked pretty much confirmed that it wasn't a gpu bottleneck (I skimmed it but it seems that other users confirmed this) so it might just be your gpu running at idle clocks.
Also I agree with SS. Skyward sword is far more demanding than RE games.

I'm pretty sure it is cpu bottle necking. I was getting about the same results as you @ stock speeds, 2500k, OC @4.5ghz and I get between 55 and 59 fps all regardless of IR on a gtx 660. Based on how much it dips as you run through that section though I doubt a 2500k @ 5ghz would keep solid 60 for the whole run through of that section. It is very cpu demanding. That section is also gpu demanding; I normally run 4x ssaa but its a no go for that section.
This is without lle on thread. With LLE on thread I can hit 61 fps and it never dips below 58. I just usually don't use lle on thread.

LOL no my gpu was not running at idle clocks, I am not some newb

VPS was more then 100% speed, its gpu thread which was stalling.
Since gpu thread is not 100% emulated on gpu, yeah it still can be cpu bottlenecking, which seems to be the case.

Thanks for testing with stock and then OC cpu, thats what I was trying to get people to do on that thread, nobody did it until now

Ok then it confirms its cpu bottleneck, but thats just one small spot.
Question is now is it correct to tell users when they ask can they run SMG2 with non overlocked i5s that they cant, when in reality spots like these are very rare.
If your are going to have FULLSPEED in about 99% of the game, correct advice would be to say yes, your cpu is enough, especially even if that drops when they happen are not that bad, and game is still playable
EDIT : With LLE on thread, can you hit 61 fps on stock settings ?
Hey guys... my motherboard won´t allow me to change the multipliers so I´m guess i´m stuck with 3.3ghz with turbo boost, I have tried supermario galaxy with DirectX11 and 4xnative resolution, it runs great 60fps all the time except on the observatory which drops the fps to arround 50.. ( 90% game speed).. Anyway I didn´t see any diference between HLEand LLE, or maybe im doing something wrong

Yeah I actually do agree with you, that just because VPS ( jit ) is running fullspeed that does not mean there isnt cpu bottleneck.
Just pointed it out that it was gpu thread that was bottlenecking, I am not sure why are you not understanding what I am saying.
We have main 2 threads, cpu ( jit ) and gpu thread, right ?
