PAL : 25 FPS max or 50 FPS max
NTSC : 30 FPS max or 60 FPS max
Zelda SS max frame rate is either 25 (PAL) or 30 (NTSC)

If you had i5 3570k , the game would run full speed all the time . Your current CPU is bad at single threaded performance ( even worse than previous gen - Phenom IIx4 )
Ha, I did what you said and Im getting the same better gameplay. Adjusting my clocks was doing nothing, thanks guy.
I guess my next step is to upgrade my motherboard and CPU
then wait for next gen Haswell line up i5/i7 4xxx
Extreme performance : i5 4670k @ 4.2GHz + Z87 mobo
if you want a cheaper CPU : i5 4430 + Asrock Z87 mobo (only Asrock Z87 can OC non k Haswell CPU to max potential)
i5 4430 @ 3.8GHz should be fast enough for most demanding games
I expect i5 4670k would be over 200$ and i5 4430 would be around 100-200$
Yea, but I'd love it if I could do something with an AMD3 socket and save money. Oh well, thems the breaks

There is no way this is true on a stock cooler unless you live in an arctic region with no indoor heating.
Either it is idle when you are taking the temps, you are looking at the wrong temps, or the software you're using is producing inaccurate readings.

It's AM3+, not AMD3. You should have gotten an Intel system to begin with. If you had you wouldn't be in this mess. I don't know who (if anyone) recommended you to get an AMD FX cpu. Or if you picked it out on your own what research you did that compelled you to get it.

Because the game changes what it's doing. Games are not static. Different things require different amounts of processing power. Your cpu may be fast enough to emulate some levels and events at fullspeed but not for others that require more processing power.
No one has asked you the golden question yet. What Graphics settings are you using on your Dolphin? and what build is it? Are you using D3D9 or D3D11, What's you IR, what's your AA set to and what is your AF set to. Let me know.
No one asked him that because his cpu is too slow to run the game at fullspeed anyways and none of those settings effect cpu load.

true but having a build that is exclusively meant for SSE 4.1/4.2 does effect the performance of his emulator. Also as there are certain areas that he is getting a slow down of FPS, could also be because his graphics card can't handle the load, say he is using 9x ssaa with 3X IR would still be a no no with his GPU (Even on a 3570k). My suggestion try running the game at 2X IR without any AA. It might help the performance. Also not to use a CPU specific build.

We've been through this a million times before (not us personally but the forums). There is no definitive evidence that enabling the higher SSE flags in your compiler settings effects dolphins performance at all. And the developers have repeatedly stated that it won't.

I appreciate you trying to help him but it's pretty obvious that it's not a GPU issue. He's getting small slowdowns occasionally that are consistent with his cpu speed. If he were experiencing a cpu bottleneck with that cpu he would be getting the same speeds that he is reporting.
