First a few errors in your original post that I would like point out:

Your voltage is listed as 1.3 GHz not 1.3 volts or 1.3 v. Voltage is measured in volts not hertz.

Also you listed the core temp but you didn't tell us whether that is at idle or full load. It looks like that is the idle temp.

You should list the memory bus frequency not the FSBBig GrinRAM ratio.

Here the voltage has no unit, but I guess that's ok. Again the core temp is not listed as idle or full load. And please use C or Celsius instead of "Cel.". Your GPUs stock clock rate is 850MHz so I have no idea why you listed 400MHz here and 850MHz under the OC settings.

I'm also not sure what an "overclock mode" is for your system. Are you using the EFI or a regular application to OC?

Not really. As long as your cooling system is good enough to handle it it should be fine.
Okay, I am gonna try this out. I got pretty solid cooling on this thing.

I'm not sure what voltage/multiplier settings I should use to get this thing to hit 4.4GHZ

Im using AMD Overdrive
What cooler do you have?
Stock Cooler on the Cpu + 3 additional fans on my Zaleman Z9 Plus case
........get yourself an aftermarket cooler before you melt that thing.
Bumped up the voltage to 1.4 and got it hitting 4.3 ghz, but still saw no performance change in game......waaaahh
You went from 4.1 -> 4.3GHz right ? 200MHz does not make noticeable difference
Recommend : 400MHz or higher !
Bumped the multiplier to 22.5
So currently I got 4.5 GHz on the CPU
and 885 MHz on the GPU
and my temp is 35 Cel. not idling

No increased performance in gameplay on SS
Your CPU has reached its limit
Please note that clock speed is not the most important factor
An QC Ivy Bridge @ 3.2GHz easily blow away FX-4100 @ 4.5GHz via Dolphin

Try Speed Hack (it's not speed hack but I want to call it like that) :
_Set Frame limit to 30 FPS and tick "Limit by FPS"
_Right-click the game - Properties - Tick "activate Vbeam"
Will do, but then why does the game sometimes run at a smooth 30-35 fps, but other times at like 25?
