changed settings to high performance! fixed everything!

Overclock what ? Your i7 has "turbo boost" function .
Turbo frequency :
2900 MHz (1 core)
2800 MHz (2 cores)
2600 MHz (3 or 4 cores)

2.0GHz is not the clock speed of your CPU when Dolphin is running . Turbo Boost is normal and it's not OCing
