I've just compared the compiled shader, but they don't differ much.
Next guess is cache misses in vram because of bad uniform locations, so try to disable ubo by settings the next variable to false:

Sorry again, the new version does not improve the situation. Is there any test that would help finding the problem?
Don't be sorry. This is the usual way to debug why it's so slow :-)

Just randomly disable some/many features and see if performance matters. Next one will disable the complete fragment shader. Output will be all red, but I'm interested in performance:

I tested the new patch. Indeed, red screen, but no performance increase...
wtf? So it is because of IR, but not because of fragment shader? Also ~7 fps with 2xIR?
Yes indeed.
suggestion from neobrain: try it also with disabled efb copy
I tried nearly all Graphics options (including disabling EFB copy), but there is no real improvement at the end.
Have you checked your Nvidia control panel to make sure that it actually is running under performance mode instead of on-demand?
Well, I am under Linux. I checked everything in Nvidia-settings... And reverting to the pre-GLSL version give me back a correct framerate. So I guess it is not due to an external option or control.
