Your CPU is the problem too . CPU base clock is too slow ...Even 1st gen Core i3 @ 2.3GHz is considered as slow

so i ahve to get a new computer.. ok then now i need to get about a thousand dollars but what can you do about it.

ok i will, i guess its time to save up.
Well if your psu is 250 watts or higher you could buy a cheap gpu that could run dolphin well. Like they said, your cpu is too slow but my laptop is a core 2 duo at 2.26 and it can run some games, mainly light ones like new super mario brothers or ssbm with only 2 players. But it can still run some games. If you decide to buy a new gpu I suggest this one or this one. You could then play some games on your current computer until you saved up enough for a new rig. Cards give similar performance, aren't great but aren't horrible, and I use the 6670. I can vouch for its performance.
