You can get Core i5 4430 + Asrock ZXX mobo (XX is the chipset number but I have no info about new mobo lineup ) . i5 4430 @ 3.8GHz ~ i5 3570k @ 4.2GHz
Core i5 3450 + Asrock Z77 -> Overclock to 3.9GHz . So far , Asrock Z77 allow user overclock "locked i5/i7 CPU" by using Asrock software overclocking ( i5 3570k = unlocked / OC supported , i5 3570 = locked) .
Pro :
_You don't have to buy aftermarket cooler , Intel stock cooler is enough
_Locked CPU is much cheaper than unlocked CPU
_100% safe as long as you have Arctic MX-4

I'll certainly consider the i5 3570k, it's around 300 odd from overclockers, pree overclocked and is obviously miles better than the within budget choices.

This is currently the best choice for Dolphin
I wouldn't go for a pre-overclocked one, though, as generally you pay someone $100 for thirty minutes work.

Just saying it's not so black & white anymore. If a user needs those extra threads for some sort of productivity work that is more important than dolphin, then using an FX-8350 would be a good compromise if he cannot shell out for an i7.

MHz myth. Read it. And remember, IPW is the number #1 key in CPU speed, not IPC.
