I only say this in an effort to clarify everything but you are SURE that you are running a 64bit build of dolphin correct? I am no expert but having 64 bit VC Runtime and running a 32 bit build of dolphin may be an issue.
too lazy to find my old post at the moment, but the error 0xc000007b is always caused by using a 32bit dll with 64bit dolphin.
i don't know which one it is, it could be vcomp100.dll or xinput1_3.dll, possibly others.
you have a 32bit dll in the PATH for 64 bit applications, find this dll and remove it. Assuming that you have correctly installed the vc runtimes and dx runtimes 64bit dolphin will work.
We really shouldn't have to keep telling people how to use a computer properly. There have been plenty of people posting here telling you what to do, there's nothing else to be said.
