Hi,
This is my system :
CPU : Intel Core2Duo E7500 2.93 GHZ
GPU : ATI 4670 1GB DDR3
Ram : 2GB
Os : Windows 8 32bit

And iam getting 20-25 fps ..
I wanted to know if i overclocked my processor ... Can i have full speed ?
Even if you overclocked, you'd probably still not get fullspeed. If you had a Sandy Bridge or Ivy Bridge CPU (such as an i5-2500K or i5-3750K) and overclocked that, then you'd be more likely to get fullspeed.
There's also the question as to if this game runs at 30 or 60 FPS...

Well , I have a samsung NP 300 laptop :
CPU : Intel Core i3 2350M 2.3 GHz (3MB Cache)
GPU : Nvidia GT520 1GB
RAM : 4GB

Can I overclock this CPU ? and if i do ... will i get fullspeed ? (Consider That Iam Playing on low resoulation and no AA)

i7 920
6GB DDR3
GTX 295
Windows 7 Ultimate x64

I can run WWE '12 just fine on this machine at 60 FPS in game but when I try running WWE '13 the framerate is like 30-40. What settings should I use on Dolphin to configure this game for best performance? HELP!

There's nothing you can really do. Your CPU is too slow for this game (very demanding).
Btw I'm surprised you can get full-speed in WWE '12

An i7 920 is too slow, really? What type of CPU would be ideal to play this game smoothly? Oh, and about WWE '12, I can't actually run the game smoothly when I tried playing the Road to Wrestlemania mode. When I try playing a match on exhibition, I can get about 60 FPS after a few minutes, but the framerate does dip. In the Road to Wrestlemania mode, it goes from like 20-40 FPS unstable. What settings can I configure in Dolphin to made the game run smoother? I'm willing to compromise on graphics and resolution if it's necessary. I'm running Dolphin 3.5-367, please help, I've tried for hours tinkering the settings but the game lags once I get in a match.

Your 920 is too slow. These games are too much demanding for your CPU. My 3570k (overclocked) can run these games pretty smoothly.

Btw the build you're using is old. You'll find latest ones here
