1) You're overclocked properly (2.4GHz or better)

2) You're using the same settings that I am (DX9, EFB to Texture, HLE audio)

3) You're using your discrete GPU (1xIR if you're using your integrated GPU)

4) You're using the same build that I am (Dolphin 3.5)

Does this mean that all areas of the game will then run at full speed, maybe. You will probably have to overclock a bit more.
It does not let me go over 2.35 ghz, FID stops at 31
I don't want to tell you how to go higher, your laptop is going to get too hot and die anyway. Smile

How do you know it will get too hot and die, it has never gone over 65
That doesn't make any sense. Either you've never ran Dolphin for longer than five minutes or your power profile is not on high performance and the laptop isn't plugged in while playing (which could explain why you're not getting good performance). Overclocking these mobile processors over 2.4GHz for long periods of time will get you up to at least 80-85 if you're doing it right. Unless you have some special cooling going on, that is.

I am now getting about 26-31 FPS Usually 30, and my temp. has only gone up to 66 at 2.35 ghz

Disable your dedicated GPU - 6650M (By disabled 6650M , I don't mean it like that , you just have to run dolphin with integrated GPU), you will get 60-70C temp
Apparently , he didn't get his dedicated 7690M to work properly either
It's still going to get just as hot. Besides, I didn't buy a laptop with a dedicated GPU to not use it. Smile
Well , it also depend on your copper heat pipe type
Both CPU & GPU use the same copper heat pipe like this :

Dual heat pipe :

If you have single heat pipe , you will notice the difference in temp (integrated GPU and dedicated GPU) . As you can see , heat from CPU -> go through GPU + heat from GPU -> Exhaust

Offtopic talk now , sorry
Yeah, as it turns out I have the dual heat pipe.
