my own optimized builds see about a 3%-5% fps increase with the one game I tested, but slower computers might see a bigger difference.

Interesting... OpenMP actually showed decreased performance? I may have to do some tests of my own. what version of dolphin was this tested on? and what is ICC OCL?
What settings did you use? Enabling the OpenMP texture decoder in Video option can dramatically slow down some games like NSMB Wii, but I have no idea if and how this could be related to the build options.
OpenCL, rev 318 (my own builds with /Qx-CORE-AVX-I)
All settings left at default except DSP (used Xaudio) and the obviously the texture decoder.

did you ever test C/C++ -> Language [Intel C++] -> OpenMP Support: Generate Parallel Code (/Qopenmp) on your builds? by default ICC targets certain code for automatic cpu dispatch (which i believe is the standard MP parallel, based on an older version of OpenMP). but with /Qopenmp enabled it's supposed to take it a step further.
