So I tried loading up my ISO of XIII and dolphin refused to load it up at all. It said clearing code cache and then nothing. What happened?

1- You should've posted in the official game thread http://forums.dolphin-emu.org/Thread-gc-xiii .
2- Right click your game and make sure MMU Speed Hack is checked (in "Properties").
3- If it still doesn't work your iso probably sucks so try to redump your game
