If the game.ini somehow recorded GPU backends as well as it's settings THAT would be pretty close to what I was asking.

If your talking about something else could you please explain?
Pretty much everything that might need to be set via game .ini can be set via game .ini. If you find an exception, let me know.

That one has nothing to do with Dolphin's game inis, at all.
