Yeah, but aren't those builds awfully unstable? I doubt they're even optimized for CPUs with SSE, SSE3/4/4.1 etc.
bollocks, slow at posting things yet again
Maybe you shouldn't talk about stuff you don't understand.

Especially since one would think that our official builds would be more stable than some weird 3rd-party build which is just distributed to maximize the 3rd party's ad income.
tl;dr: Yes, you indeed appeared like a noob with those questions.
Well, how should have I worded my question then?
to delroth, I think I know a little about CPU architectures, instruction sets, and how CPUs execute processes. I am a current CS major after all.
Maybe you shouldn't have asked the question at all. Why would you even think that the official builds are "awefully unstable"? And doubting that the builds are optimized for SSE is a silly thing to do, since it is clearly stated in a number of places that Dolphin requires a CPU with SSE2 support. You would think a CS major would reflect a little more on what he/she is about to say instead of just blabbering along.
Oh, I don't know maybe because it says ""Warning! Development versions are released every time a developer makes a change to Dolphin. Using development versions enables you to use the latest and greatest improvements to the project, at the cost of
decreased stability" on the download page.

And you think because emucr does not have this disclaimer their builds are more stable? Do they have some wizards/developers we don't know about that work on the stabilization of our development versions?
I think it's pretty obvious that emucr just compiles builds and that the Dolphin download page is done by the developers. If it's a matter of trusting a random site build or something the developers actually put out themselves, it's a no-brainer.
........ Aaaand I'm going, going, going, gone.
Now, now. What relationship does this arguing have to my original post... To delroth and nintendonerd; thank you for trying to aid me, even though it didn't help. I hope this issue's resolved one day.

okay b2t: So, just to clarify, you have tried the following things:
- Configured the Nvidia Control Panel to use the dedicated GPU for Dolphin
- Configured the Nvidia Control Panel to use the dedicated GPU globally
- Rightclicked the Dolphin.exe and selected the NVidia GPU in the "run with graphics processor"-menu
- Reinstall the Geforce Driver
- Tried the latest Master build
- Updated your BIOS
Did you try all of those things and if you also tried something else, what did you try already? Also remember that your personal settings are lost when you completely reinstall the driver, that includes the settings for Optimus.
You could also try renaming the Dolphin.exe into something like codSP.exe or some other game name and see if this forces it to use the dedicated GPU.
P.S.

I hope you mean manually cleaning your registry and not just running one of those registry cleaners.
edit: One more question: Is your Dolphin located on a removable drive, because that might cause problems.

Also tried that... Just entered regedit and looked up the registry settings for nVidia Optimus, forced another directory for Dolphin but didn't have any use
How long have you had your laptop? There might be a defective GPU at hand and might need an RMA. Even the most stubborn Optimus GPUs should swap to the nVidia side by making a profile.

It works with other programs, and PCSX2 uses the GPU perfectly. It cannot be defective.

Then it may simply be bad luck and Optimus doesn't like Dolphin out of all the programs you run. Not sure what the developers can do. If PCSX2 can use it, then Dolphin should be able to as well.
