Hmm, so what do you think is the problem. I have Vbeam checked and Disable Idle Skipping is checked as well.

Actually, it will. It depends on the game and varies for different users, but the VBeam Trick is actually made of three separate tricks, any one of which has the possibility to raise the VPS higher than the FPS.
1) VBeam Checked, Disable Idle Skipping Checked (This works for me, enabling VBeam is enough)
2) VBeam Checked, Disable Idle Skipping Unchecked (Others need this)
3) VBeam Unchecked, Disable Idle Skipping Unchecked (Not as common? Still works for some)
Leave Vbeam & Idle Skipping as default . If "Speed" match FPS correctly , your GPU is ok otherwise it's like what rpglord said

Correct. That's the only combo missing from my list because it doesn't create any of the effects of the VBeam Trick.
What will happen if you set Framelimit to 60FPS ?
It goes to 45 fps (100% vps)

_Framelimit : Audio
Or
_Framelimit : off + Enable V-sync
